Description Description: This position will be the primary HR interface to RTSC Business Development. Incumbent will lead all HR efforts in the support of: pursuit, capture and execution of new business both international and domestic.
Core Capabilities: Responsible for the management of multiple functions within the human resources function. Typical duties involve the following: Provides counsel and assistance to employees and all levels of management in employee or management issues guided by companys employee relations policy and labor-law legislation. Obtains factual information concerning employee/management inquiries and employee suggestions and/or complaints. Studies, prepares for, and advises on matters pertaining to contract negotiation, grievance cases, arbitrations, conciliations, federal and state labor legislation. Develops and/or modifies a diversity plan that supports the organizations business objectives; develops and implements programs consistent with the goals and objectives of the company diversity plan. Coordinates compensation, employment, HRMS and training and development programs.
Responsibilities: Development and oversight of HR Interface and coordination with BD to support all pursuit, capture and new business phase-in and transition to operations. Develop and implement HR policies/responsibilities as they relate to the support of the Business Development function and pursuit efforts. Ensure appropriate funding is obtained through Bidding & Proposal (B&P) dollars to support HR proposal/execution efforts. Lead all HR resources assigned to specific proposal efforts as well as coordination of HR Shared Service resources to enable: effective hiring strategies (contingent if necessary), internal talent management, organization design and development. Liaise with internal and external HR and business resources to achieve HR objectives Design and develop all metrics associated with HR/BD efforts Conduct thorough Draft/Final SOW/RFP analyses for relevant HR issues and actions. Participation in development of HR aspects of bid strategy and identification of distinctive HR issues, resources and discriminators for win themes. Identify specific HR metrics and discriminators that support our win theme messages Identify HR issues which require assistance of functional HR subject matter expertise and engage appropriate support.
JOB REQUIREMENTS: Participate in preparation of pursuit and program staffing plans including identification of requisite skill needs, organizational structure and workforce planning throughout program lifecycle. Participate in the creation/ presentation of all HR related Gate material Participate in win strategy and black hat workshops and prepare/complete strategic HR action plans, ROIs, risk assessments. Designate specific HR resources (people) necessary for review of HR work plans or storyboards for proposal sections and oral presentations and to assist/write the HR proposal sections.
Position Requirements: Minimum 10 years of human resource generalist experience with a Bachelors degree in Human Resources, Business or related field. MBA preferred Ability to coordinate multiple high-level projects/pursuits. Raytheon and Human Resources expertise in terms of HR subject matter expert resources and HR tools. Effective and responsive people management capabilities Desired Skills 2 or more year’s management experience International HR operations experience
Work Conditions: Additional working hours as required. Domestic and international travel required. Some international travel may be to hazardous duty areas.
