PURPOSE:Develops program plan schedules and monitors program performance against schedule goals for a small program or a number of work packages within a larger program. Analyzes and reports variances (dates, manpower, cost, etc.) to the plan and prepares revised forecasts for review by higher level administrators/schedulers and program management.
SPECIFIC RESPONSIBILITIES:
1. Develops program plan schedules (master, intermediate and detailed) and schedule performance measurement reports which satisfy company and customer requirements for program status. Assists in the development and reporting the status of critical path networks.
Utilizes program planning systems to monitor performance. Identifies implications of schedule variances and suggests appropriate work-around recovery plans. Develops time phased plans.
Utilizes and adapts automated data collection and reporting systems and techniques to monitor program schedule variances against the plan and current forecasts. Prepares variance analysis and status to critical path networks for assigned work packages. Identifies appropriate corrective action. Revises forecasts to reflect variances.
Analyzes program schedule status (resources, schedule duration, activity constraints, relationships of activities and critical path) and prepares data to provide up-to-date Estimates-To-Complete (ETC) and Estimates-At-Completion (EAC).
Analyzes historical program performance data to develop schedule estimates in response to requests for proposal submissions. Prepares supporting schedule data to be used in negotiations, audits and fact findings.
Provides schedule data required to support the forecasting of program sales, income, cash flow, sign-ups, backlog, manpower and facilities requirements.
Supports the planning process for program resources such as office space, laboratory equipment, material, supplies, computing equipment, etc.
Participates on or contributes to process/quality improvement teams and/or initiatives. Identifies and recommends improvements to processes, practices or materials which lead to positive results in quality.
Performs other responsibilities as required.
* Bachelors Degree in a Business, Finance or Accounting related discipline; or the equivalent in education and professional or on-the-job training specifically in the area of U.S. government contracting program planning and controls
* 7+ years experience with Program Planning and/or Scheduling activities in a DoD/FAR military electronics developmental engineering contracting environment. Experience should include the development of time phased master, intermediate and detailed program plans; defining critical paths and assigning work packages.
* A strong working knowledge and proficiency with DoD Earned Value Management Systems (EVMS) techniques and software tools (such as, COBRA) and the ability to utilize them to monitor, report and forecast variances against the plan. Additionally, familiarity with ANSI Standard 748 is desired.
* Demonstrated intermediate to advanced level proficiency with Microsoft Office products to include Word, Excel, Outlook, Access, Power Point and MS Project. Similarly, proficiency with Open Plan is a plus.
* Strong oral and written communication skills and the ability to present them to a diverse audience in a business and technical environment.
* Must be willing and able to travel domestically and/or internationally as required to meet business or customer objectives.
