Raytheon’s Falls Church facility is looking for an engineering professional with at least 4 years of experience, who can help assure Mission Success on classified and/or special access programs. The position is an individual contributor role (non-management) and you must have an active TS/SCI clearance. The ideal candidate will be familiar with Raytheon’s Mission Assurance initiatives and will possess a general understanding of systems engineering and/or software engineering practices. This position requires a person who acts independently and provides continuous review of quality and reliability philosophies and conventions, applications, and procedures to ensure the highest product standards. This person must be able to coordinate and conduct technical reliability studies and failure analysis activities. He or she will be responsible for the results and effectiveness of a function considered to be of critical importance to long-term business success.
This position reports to both the IIS Mission Assurance & Performance Excellence (MA&PE) organization and will support Program Management on one or more programs. As a member of the MA&PE team, this position will help implement Mission Assurance strategic direction on specific programs. As a member of a program team, this position will work alone or with an MA&PE team lead to implement, monitor, and improve a program’s quality management system. Specific tasks will include:
Designing and implementing software quality assurance methods, metrics.
Metrics analysis and prediction of future program performance.
Planning and executing an overall assessment schedule of the program’s defined processes.
Evaluating proposed process and product changes from an MA&PE perspective.
Performing audits and evaluations for compliance to plans, schedules and budgets.
Applying Raytheon Six Sigma and related quality tools to help engineering teams and individuals define and improve their product development processes.
Preparing and presenting both oral and written reports and recommendations on a wide variety of Quality and Mission Assurance topics.
Ability to identify risks that compromise performance of “No Doubt” to the customer.
Reviews business area practices, procedures and processes seeking avenues to improve efficiencies and effectiveness and reduce risk to product quality.
Identifies systemic performance issues and proposes and implements ensuring root cause analysis and corrective solutions are implemented with closure plans.
Provides support to the Program Managers on avenues to assure success, attaining business objectives and Quality, driving program execution improvement through all stages of the program life cycle.
Technical review of major deliverables prior to delivery to customer. Includes reviewing major deviations and waivers, acceptance test results and all major anomaly conditions.
Ensures rigor and process around failures to ensure proper investigations were performed prior to closure. May also be required to establish/improve processes of failure review.
Provides independent evaluation of technical gate reviews (SRR, CDR, TRR) to ensure technical rigor is being applied to the process.
Ensures failure review boards (FRB) are effectively deployed.
Assures lessons learned are incorporated into programs prior to gate reviews based on experience and previous reviews.
Ensures thorough investigation of failures that include independent report of root-cause and corrective actions.
Engaged in beginning of contract pursuit & development.
Ensures flow down of Raytheon and contract program requirements and ensures compliance with contract program requirements, quality requirements and program plans.
Brings a Mission Assurance perspective to Program Management Reviews (PMRs), Gate Reviews, and IPDS implementation to drive improvement
Assist PMs with Program Reviews required to address program management and control processes issues including: program structuring, activity sequencing, program planning, EVMS, schedules, and program metrics, risk management, program startup process, Integrated Baseline Reviews and Program Independent Assessments (PIAs), etc.
Reviews IPDS tailoring for programs
Attends and supports major program reviews such as PDRs, CDRs, and Technical Reviews
Analyzes, interprets, trends and executes improvements on key metrics
Identifies and coordinates when a Program Independent Assessment (PIA) is needed, reviews findings with business team and facilitates plan to resolve identified issues and drives issues to closure
Identifies and ensures documentation of Mission Assurance Alerts: potential risks or areas of doubt that could impact Mission Success
Independent decision making skills and collaboration across functional and business areas are critical.
Required Skills:
Outstanding background in the implementation and management of Mission Assurance Precepts and requirements as well as contractual and other government regulatory requirements.
Demonstrated ability to apply statistical methodologies and tools to business and operational disciplines.
Ability to effectively communicate at all business unit, corporate, partnership, and customer levels.
Bachelor’s degree in Engineering, Math, Computer Science
Has a minimum of four years experience in product development using one or more of the following development life cycles: spiral, staged delivery, and evolutionary delivery.
Experience with systems engineering and software engineering practices.
Basic knowledge in the application of all systems and software development support activities including configuration management (CM), software CM, requirements development & management, system architecture and design development, software development and integration, verification, and validation.
Experience in the assessment of proposed modifications, enhancements, or additions to products and processes in terms of their impact on an existing system.
Experience in the implementation and performance of audits/appraisals using one of more of the following process and assessment models: ISO 9001, AS 9100, CMMI.
Familiarity with the seven basic quality tools.
Team player with excellent written and oral communication skills.
Must have an active TS/SCI Security Clearance

Basic knowledge of the history of quality, including how and why modern quality has evolved.

American Society for Quality (ASQ) certification
Experience and expertise in Mission Assurance
Knowledge ot AS9100/ISO 9001 and the Capability Maturity Model-Integrated (CMMI)
Required Education (including Major): BS/BA in Computer Science, Mathematics, EE or equivalent experience.
