Education and Experience

Essential
A graduate qualified individual with an engineering industry background is essential, coupled with an adequate degree of commercial awareness.

The appointee will have a proven track record in program management or technical sub-contract management.
Holder of current SC security clearance

Desirable
•        Significant experience working within the integrated supply chain field with significant exposure to building relationships with sub-contractors as a prime contractor developing large software intensive systems
•        Knowledge of software systems relating to travel or security

Nature and Scope

The technical subcontract managers (TSMs) work within the Subcontract management function of the eBorders program.

There will be significant customer and subcontract exposure, through formal project meetings and working groups and so candidates must be comfortable with collaborative working to develop an overall solution.

The technical subcontract managers will be responsible to the head of supply chain management on the programme. The TSMs work as part of a Subcontract ‘Triad’ lead by a Programme Subcontract Manager and supported by a Commercial Subcontract Manager. In this relationship, the PSM is responsible for co-ordinating the triad and for managing the the Subcontract, the CSM is responsible for the Commercial aspects of the Subcontract and the TSM is responsible for managing the technical elements of subcontract. Specifically they:

•        Help plan and execute the implementation plan.
•        Are responsible and accountable for the execution of all technical aspects of the Subcontract.
•        Establish and maintain an effective relationship with the Triad and the head of Supply Chain Management, working with the Program Subcontract Manager, representing their requirements and liaising directly with sub-contractors under their direction.
•        Execute the needs of the Program Subcontract Manager and the Solution Delivery Director.
•        Monitor and effectively influence the technical progress of the Subcontract.
•        Develop and maintain an open and honest culture within the program.
•        Identify and manage of the technical elements of the risks, issues and opportunities.
•        Foster communication across the program to ensure an optimized engineering solution and avoiding surprises.
