Description
The Couture Group, Inc. is an independent Executive Search Firm operating on a retained or contingency fee basis. We specialize in working for companies in the Defense Aerospace and Consulting Engineering Sectors concentrating our searches for Engineers, Sales and Marketing and Program Managers.

Summary:
Responsible for the development and implementation of contract reviews, internal/external negotiations, administration and contract monitoring. Ensures adequate controls and procedures are in place to assure compliance with federal contract requirements, including bid compliance. Interacts with management and staff at all levels on a wide range of contractual and business issues.

Essential Duties and Responsibilities:
Essential duties include the following:
•        Review international, commercial & Government RFPs/RFQs/RFIs for acceptable terms & conditions and coordinate issue resolution with the proposal manager and other team members
•        Complete any applicable certifications or representations for submittal with the proposal package, ensure the final proposal is fully responsive to the customer’s requirements, and participate in final review
•        Monitor and participate in pricing efforts
•        Interface directly with Department of Defense agencies and commercial firms throughout proposal, negotiation, award, performance, and closeout phases.
•        Support customer fact-finding by coordinating efforts of pricing, program management, and other departments involved.
•        Ensure compliance to contractual obligations and adherence to applicable regulations
•        Review and approve all contractual documents
•        Administer contracts to ensure that all contractual obligations are met and advise management of contractual responsibilities
•        Identify corporate risks, conflicts of interest and develop mitigation plans
•        Work closely with all levels of management in providing appropriate information to personnel involved in proposal preparation and negotiation in order to ensure compliance with Company policies
•        Direct effective contractual document retention and control
•        Focal point for ITAR and export compliance
•        Work closely with program team to identify directed changes in scope of contract and provide assistance in developing change proposal efforts
•        Train and assist in the development of assistant contract administrators

Required Qualifications:
To perform this job successfully, the candidate will meet the following requirements:
•        Bachelors degree in business administration or related field
•        Minimum of 5-7 years of aerospace/defense contracts management experience
•        Advanced knowledge of relevant laws, regulations, terms, conditions and policies governing assigned contracts, including FAR, DFAR, and CAS
•        Professional certification – Certified Federal Contracts Manager (CFCM), or equivalent
•        Proven experience with ID/IQ, FFP, T&M, and cost plus contracts
•        Knowledge of integrated financial/ERP systems
•        Excellent computer skills using Microsoft Office
•        Excellent communication and interpersonal skills

Desired Qualifications
The ideal candidate will posses the following additional qualifications:
•        Advanced degree in business administration or JD
•        Certified Professional Contracts Manager (CPCM)

Language Skills:
The individual must have the ability to read, write, and understand spoken English; the ability to read and understand contractual requirements and governmental regulations. The individual must have strong communication skills and the ability to interface directly with customers.

Other Qualifications:
Selected candidates may be required to obtain a U.S. Government Security Clearance and may be subject to and must comply with all applicable U.S. export control and security regulations which require U.S. citizenship or permanent U.S residency.
